Lawmakers rescinded the vote Friday after debate over Alaska Permanent Fund dividends derailed efforts to pass a state operating budget. Monday’s vote for a fully funded dividend, held during a drawn-out budget debate, split the House majority and spurred minority Republicans to seek bigger budget cuts to win over their members. The size of the oil check was cut roughly in half the last two years amid gridlock over Alaska’s budget deficit. A handful of majority members who supported a full dividend Monday backed undoing that vote Friday. Rather than a full payout, estimated at about $2,650, lawmakers voted for a $1,600 dividend this year.
The resolution to amend the invocation policy passed in a 7-2 vote at the assembly meeting on November 20. Ogle: “We have 12 assigned invocation spots throughout the year and we have eight that remain to be assigned. Those spots are open.” The borough has been wrestling with the invocation policy since August 2016 when an invocation invoking the name of Satan was given during an assembly meeting. Residents who are interested can sign up for invocations through the borough clerk. and according to Ogle will be selected on a first-come, first-served basis. Toggling the FaceTime Attention Correction setting makes it look like you’re looking directly into the camera, even though you’re really looking at the screen and the person you’re talking to.Rundle apparently tested the feature with podcaster Will Sigmon, who noted that it’s only working on the iPhone XS, XS Max and “maybe” the cheaper XR. The 2017 iPhone X apparently doesn’t support the feature. You’ve probably been unnerved by the fact that the person you’re talking to during FaceTime video calls always seems to be looking down slightly, since they’re looking at the image of you on screen rather than at their camera. Here we experimentally demonstrate that the electronic structure of few-layer phosphorene varies significantly with the number of layers, in good agreement with theoretical predictions. The interband optical transitions cover a wide, technologically important spectral range from the visible to the mid-infrared. In addition, we observe strong photoluminescence in few-layer phosphorene at energies that closely match the absorption edge, indicating that they are direct bandgap semiconductors. The strongly layer-dependent electronic structure of phosphorene, in combination with its high electrical mobility, gives it distinct advantages over other 2D materials in electronic and opto-electronic applications. Though it was first discovered in 1669, it was not actually isolated until 2014. Since that time, researchers have attempted to study the band gaps (the energy differences between the tops of the valence bands and the bottom of the conduction bands) that exist under various layering conditions because each may represent a unique opportunity for using the material. Prior efforts to find the band gaps relied on fluorescence spectroscopy, but that technique has not offered the accuracy needed for building devices. In this new effort, the researchers took a new approach called optical absorption spectroscopy, which works by measuring absorption of radiation as it interacts with a sample. By conducting multiple experiments, the researchers found that the electronic structure of the material varied significantly when looking at materials created from a range of layers, which, they noted, was consistent with prior theories.In using the new technique, the researchers found that different band gaps aligned well with different applications. 1.15eV, for example, would match well with a silicon band gap and 0.83 eV could be used in optoelectronics because of its similarity to a telecom photon wavelength. Also, they noted that the 0.35 eV band gap could prove useful in creating infrared devices. Overall, they found that the structure of layered phosphorene gives it advantages over other 2D materials for creating new devices—including some instances of graphene.The researchers next plan to actually use their results to create various optoelectronic devices, though they acknowledge that there are still some challenges involved, such as figuring out a way to deal with the tiny flakes and the instability involved in trying to use it. Discovery Communications has begun discussions with Eurosport owner TF1 about potentially taking a majority stake in the sports channel – ahead of their previously agreed timeframe of December 2014.TF1 said that it will retain its 80% interest in the Eurosport France, the domestic arm of the European sports channel, until at least December 31, 2014.However, in a joint statement the firms said that they are “beginning discussions to evaluate whether Discovery will exercise its call option prior to the agreed upon date.”Last December, Discovery agreed to buy a 20% stake in Eurosport for approximately €170 million.As part of this deal, Discovery has the option to raise its interest to 51% after two years – on or after December 21, 2014. If Discovery does this, TF1 can also exercise a put option over the remaining 49%, which would potentially increase Discovery’s ownership to 100%.
Other rightsholders to Formula E include ITVFrench pay TV operator Canal+ has secured rights to Formula E motorsport, the new category that pits all-electric cars against each other, for the next three seasons. Following a deal brokered by MP & Silva, Canal+ will televise live races for distribution in France, Andorra and Monaco.The Formula 1 Association has already struck a deal with Fox Sports for Formula E covering 88 territories around the world, as well as agreements with TV Asahi in Japan, ITV4 in the UK and CCTV in China.“I’m delighted to announce this new broadcast deal with Canal+. The show, the first season of which kicked off two months ago, immediately attracted 750,000 followers on Instagram and had two million views.Content on Playz will be available on the web, mobile devices and smart TVs via RTVE’s red button service.
